NOCA Assessment Based Certificate Standard
The NOCA Certificate Standards Committee continues to make progress on the development of a NOCA American National Standard for assessment based certificate programs. The Main Committee met on February 20, 2008 and, under the guidance of the Committee Chair, Lenora Knapp, Ph.D., the Committee members achieved an excellent understanding of the scope and development of critical requirements for the standard. At present, working groups are further developing specific sections of the standard for review by the Main Committee. We anticipate that a draft standard will be ready for public review sometime in September 2008. NOCA members can access information pertaining to the project by clicking here.
ASTM Draft Standard, Terminology of Personnel Credentialing Out for Ballot
On March 27, 2008 a letter ballot was issued to the ASTM E-36.20 Sub-Committee covering the draft standard for Terminology of Personnel Credentialing. The ballot closure date is April 28, 2008. Jim Kendzel, NOCA Executive Director, is a member on the Committee and requests that NOCA members submit comments to him by April 20, 2008 in order for the comments to be collated and placed in the ballot submittal. Update on ISO/PC 230 Psychological Assessment
The International Organization for Standardization (ISO) continues to move forward on the development of a standard for work place psychological assessments. NOCA is a member of the U.S. Technical Advisory Group administered by the Association of Test Publishers responsible for providing U.S. input into the standard development process. The working group met in Madrid on March 10-11, 2008 to continue to review and develop the draft standard. Below is the draft scope of this project as summarized during the meeting:
Who are the audiences for the standard?
Those involved in assessment of personnel in or for organizations were identified as the prime end users, together with others involved in the contracting of assessment services in work and organizational settings – both clients and contractors
What is the function of the standard?
The standard should focus on service delivery and provide practical guidance for both clients and contractors regarding the nature and quality of the service the former should expect to receive.
Vision:
A single set of standards for evidence-based assessment with global applicability and acceptance that will enable:
- people to understand, develop and achieve their full potential at work.
- organisations to become more effective through making best use of the potential of all their people. Increasing the quality of assessment in HR
- Encouraging an evidence-based approach to assessment.
- Encouraging the development and use of better assessment instruments
Mission:
To empower assessment users (internal and external contractors), those who are assessed (test takers, assessment centre candidates) and providers (developers, publishers) by:
- Defining the requirements for good assessment procedures and methods
- Ensuring equity and fairness in the use of assessment in and by organizations
- Enabling the stakeholders to realise the potential benefits of good assessment practice
